Hardly a day goes by that Mark Spencer doesn't do something else to be an embarrasment to PLEA. An article inthe Arizona Republic revealed that Phoenix Police Officers aren't asking people about their immigraiton status in spite of the change in operation order 1.4.
Mark Spencer pressure the city council and Mayor modify operation order 1.4 and even said that it didn't go far enough after the changes were made. Mark wanted police to be able to arrest illegal immigrants like ICE. I don't know any officers that wanted to be immigration police, but Mark's loyalty to Sherriff Joe and his people was more important than the members and Mark went to war with managmeent and the city council to get the order changed.
Now, Mark is saying that we don't need to check immigration status because MCSO already does that at the jail. What has changed. Nothing. This is a complete turn around from where Mark was on the issue. This was his comment in the newspaper article:
Mark Spencer, president of the Phoenix Law Enforcement Association, a police union that represents patrol officers, said he believes officers are not following the requirement because it is redundant since the immigration status of every person who is booked into the jail is automatically checked by jail officials from the Maricopa County Sheriff's Office under an agreement with ICE.
Well if he had just let the issue alone, the operation order wouldn't have changed. But now that we have a new operation order, we will be criticized by the media for not asking immigration status. Thanks for the gift to the members Mark.
If Mark thinks the operation order is redundant then why doesn't he go back to the city council and ask them to change it back to what it said before? Nah, that would be the best thing for the members and that's not what Mark does.

I am not sure where Mark Spencer's loyalties lie. On one hand he forces the issue to get the operation order changed, even though the officers were against it. Now, he is saying that it's not a big deal. At least his comments now are in defense of the members. I just have a problem trusting him to do the right thing anymore.
ReplyDeleteI heard about this site yesterday and I've read everything here. I'll say that I never cared for Mark. Especially after watching him attack Jake during the election. Jake worked hard on behalf of the member and nobody knew that better than Mark. . .he served on Jakes board. I never thought the rumors that Mark was spreading about Jake could be true. The information on this site confirms what I always thought.
ReplyDeletePLEA members are being used as pawns in Mark Spencers personal vendettas. The damage that Mark does to PLEA's reputation in the next couple of years is going to last. There is nobody running against Mark or any of his board members so I'm not sure what I can do except let people know that Mark doesn't represent me. I have already sent an email to my councilmember and I hope others do the same. It's important for people to know that we are not behind Mark Spencer.

ReplyDeleteI think you should be able to do it at any point but that will never happen they need to take as much money from people as they can. But here it is according to bylaws Section 7: Written Notice of Resignation - a member may resign his membership by submitting a written notice of resignation to the Secretary, and by canceling his Association dues check off during the first week in January or the first week in July.
ReplyDeleteJ, Marks comments are not in defense of the members. He is just coving his ass because he has always known that we didn't want to do ICEs job. Mark always knew that the members didn't suppport but that didn't matter to him then and it doesn't matter to him now. King Mark has decided on the direction of PLEA and it doesn't have a damn thing to do with the members.
ReplyDeleteI remember the operations order debate. The reason it got changed is because Spencer told the Mayor that the way it was before put compromised officer safety. The Mayor and Chief Harris listened and it was changed. Now we find out it was all a horse and pony show. nothing more than a political hand job for Arpaio and MCSO. I AM SICK AND TIRED OF MY UNION PRESIDENT WORKING HARDER FOR MCSO THAN FOR PHOENIX PD! DAMN SICK & TIRED.
ReplyDeleteI saw my councilmember at near SM precinct and asked him about all this stuff with Spencer and whose interests he was advancing. He would not really say much more than politically correct things, but by the way he rolled his eyes at the mention of Spencer said all I need to know. The City Council cannot stand this guy.

ReplyDeleteIf you want to quit PLEA, you can only do it the first week of July and the first week of January. You can ask for a card from the ladies in the PLEA office. They will send it to you and then tell you where it needs to be dropped off.

Since Spencers crowning achievement for us is getting us beanies we should honor him for it. We should officially call them weanies instead of beanies as a tribute to Mark Spencer.

ReplyDeleteWho got the latest PLEA voting ballot. Are they serious with that. Not one single person is running unoppesed. I wonder why? Anytime someone made mention they thought about running Mark and the board immediately trashed them so they wouldn't run. Lack of information was put out to officers.
ReplyDeleteI find it almost offensive they even sent the ballots out kinda like an >*&%-u to all the members. They are basically saying we are in power and there is nothing you can do. I for one am going to send it back with a big x and the words none of the above. What a joke. I would advise no one return the ballots. Then we will see how well they respond to the members.
Instead of complaining about what PLEA is or is not doing why you don’t get involved is beyond me. How many meetings have you all gone to? How many times have you all talked to a rep or a board member about your concerns? How many times have you all voted? My guess would be zero on all the questions or pretty close to zero. After all it is so much easier to sit on the sidelines and complain that it is to actually get up and do something.
ReplyDeleteMark's association with MCSO started a long time ago. Retired member, Karen Lewsader's, husband is an upper management member of MCSO (think Deputy Chief). Levi decided he needed a place to go after he retired from the PPD, (prior to the cushy job PLEA gave him as a consultant). He became close with Karen's husband, Brian Sands, and then Hendershott, and so on. Levi took it upon himself to cozy up to Hendershott and Sands while working on the jail issue. As a result, Levi was offered a job with MCSO after he retired. Obviously, that fell through for whatever reason.
ReplyDeleteAs far as Spencer, and PLEA's, reputation with the Council and the 4th floor. Take if from one who knows...the only reason the 4th floor talks to PLEA now is over issues that they have to. Harris has been told he doesn't have to talk to Mark unless its a contract issue. The Council, Fairbanks, Harris, and Gordon cannot stand Mark and the way the new PLEA Board operates. Whenever Mark's name comes up in these meetings, it is with eyerolling and curses. They don't see Mark and PLEA as an adversary, they see them as buffoons. Mark has set PLEA back years in terms of relationships. Relationships which the prior Boards fostered and worked hard for. Did you know that Mark can't just walk into Harris' office, or any of the Chief's for that matter, just to chat? When Jake, Terry, Ron, and Mike were President, the doors were always open. That is not the case anymore...soo sad.
As far as this election goes, instead of thinking the membership has a problem with the Board, the unopposed candidates are going to think that everything is fine. Its time to start attending meetings and saying our piece. Or, quit and show the Board what we think of them now. You can only quit twice a year but can rejoin anytime.
Hey since Mark and his 'clows' are doing so bad give back the pay raise that you all will be getting next month. For that matter what about the pay raise you all already received. Again, if you dont like what is going on get off you $%* and do something. It is always to sit and complain.
ReplyDeleteActually, you can quit at any time. A former member sued PLEA years ago when they would not let him leave and kept taking his dues money. The officer won and got his money back plus legal fees. Good luck. Maybe if you mention the prior precedent, they will be more open to meeting your demand to leave. I am not and will not ever be a member of PLEA as long as this group is running the asylum.
ReplyDeleteYou can talk to PLEA all you want they are only going to do what is good for them. There are people here that do vote, go to meeting voice opinion and all for what. The silence of PLEA, You think it was by chance PLEA bylaws were changed to make it easier to get rid of reps or not accept members. No they put out the vote and failed to explain the changes only told people to go to the web site and look at them. Sorry that doesn't cut it. The board wants things their way and don't care about listening to members or even fighting for some unless you are buddy buddy with them that is.
ReplyDeleteThe current administration are slowly destroying a good reputation and they are doing at the expense of the members. Plus since the election was a complete farce looks like they will continue to do it awhile longer.
Being a good union rep is more than getting a pay raise. Line officers, management, citizens and elected officials are all supposed to work together to make Phoenix a safe place to live. Spencer is more concerned with power and waving his damn bible in everyone's face than he is with Phoenix.
