Another Spencer Embarrassment

Another day and another chance for Spencer to embarrass police officer. An article in the Arizona Republic today showed Spencer for the person he is. Because he leaned so hard into trying to get Jack Harris fired, he has caused a councilman to risk his entire career for supporting PLEA.

How can we expect his to get anything done for Police Officers if he is a wrecking ball to relationships on the City Council? Remember, that this is the same council that he has "tight" relationships with. The article quotes Spencer on why he went to the city council subcommittee to list his complaints about Harris (I wrote about this in the post "Spencer has Ruined Relationships at City Hall". Spencer said:

"These issues are beyond a mere labor-management dispute," Spencer said at a news conference outside City Hall that day. "These issues are destroying the reputation, morale, and effectiveness of a once-progressive police department."

So, now Spencer is telling people that Phoenix Police officers are not effective, have low morale and are not progressive because of Jack Harris. Hey, thanks for the plug buddy. Nothing like calling out the people you were elected to represent.

The article has a comment from Councilman Nowakowi also:

"The only concern I have is that PLEA and the police chief need to sit down and have a conversation with each other instead of using the media as the method of communication," Nowakowski said.

So Spencers one friend on the council is going to have to turn on him because Spencer walked him out on a plank trying to get Harris fired.

This is how Spencer is using his post, to drag the name of Phoenix Police officers through the mud. Next time he's quoted I guess he'll just say that the whole department is ruined.

  1. I read the article posted and what really stood out more than the specifics what what a total mess Spencer has created for PLEA and Councilperson Nowakowski. The entire fiasco is so embarassing.

    I also noticed from many of the comments that Spencer is making a lot of enemies for Nowakowski and for himself. Some pretty harsh things being said. Both reputations are taking nose dives.

    And from what I have read Nowakowski has had several of these unprofessional scandals in his short time in office. This is the kind of thing effective leaders keep and deal with behind closed doors because no matter who is right it just looks bad to the public. They dont remember who was right, just that there was a scandal.

    Try to keep this stuff in the "locker room" boys. It not only reflects bad on Phoenix law enforcement, but also on the entire city government.

  2. There you go. Spencer has lost his last supporter on the council. His friend was willing to go to bat for him and he shoved him off a cliff for an impossible (and probably illegal) mission.

    It's ironic that Officer Spencer urged several city council people to violate the city charter (which is the law) and risk the penalty of losing their seat. Nice going Spencer. Now council people won't be able to run fast enough to get away from PLEA (ala Mark Spencer).

  3. You don't know what you are talking about. I am a PLEA Board member, and all of this stuff being said is just because of the way we are treated by Jack Harris. He won't let our Officers wear beanies, and he won't by sniper rifles for each squad car. And he is heavy handed with discipline.

    One officer just got 30 days off without pay for accidentally disharging his weapon. This could happen to anyone, even non sworn folks.

    Another officer got fired for lying. Who gets to decide if someone is lying? Jack Harris.

    Jack Harris has ruined the PPD. Officers don't get good training, and they do not care anymore about doing a good job. They just want to put in there time and go home.

    I am glad that Michael Nowakowski wants to fire him. He needs to go.

  5. I just finished reading all the material here and I agree with a previous comment. Mark Spencer has been a huge disappointment. I watch him and I wonder if he realizes how much his actions have hurt a good organization. There is no question that PLEA has had it's share of issues with leadership in the past, but we have never crushed relationships in order to achieve an end.

    I'll go ont the record and say I like Jack Harris. I don't like the way the city created a new position for him and allowed him to continue to be the chief. But, I think Jack is an good guy. I think he's smart and he has done a good job of taking over the department. I think that now that the city has named him "Chief" again, it will help settle some of the issues. People forget that titles and ranks mean something to police.

    I have never understood Mark Spencer's issue with Jack Harris. I'm good with Jack being the chief again. I'd like to see him stay long enough for things to settle down.

  6. Look I am not taking sides with Jack harris but seriously Plea has done its fair share of damage. From turning its back on former members and reps once they made rank to not representing officer cause of a conflict of intrest. It is not that cold here where there should be this big fight over something as simple as beanies a regular hat would do fine. That and not every car should have a rifle. Maybe see who would want one and do a list of certain types avalible for purchase and standerdize the equipment that can be mounted on them. Plus as a board member you should be well aware that they are not in fact call sniper rifles, that would be an entirely different rifle than the AR-15 currently used

  7. I agree with the last post. I'm not siding with Jack Harris, I just want the insanity to stop. Plea has done too much damage. This has to stop.

  8. This whole thing is going to get worse. Nobody has even talked about how many times Mark Spencer has been diciplined. He's got skeletons in his closet. It would be best to keep his mouth shut.

  9. I don't know what has happened to the union over the last couple of years, but I think they have really lost touch with what the guys really want. I mean it would be easy enough to go to the stations and ask people what was important to them. I don't know how they came up with beanies an rifles as the most important things to push for, but I don't think that is what most of us want. All they have to do is talk to the guys and they will find out what we need.

    True enough. But if he asked he would not like the answer b/c it would validate what Spencer already knows: That he is working for himself and not the guys in the precinct. We really need to vote this guy out of office. Its time to end this experiment. Things really were much better a couple years ago.

  12. If Mark Spencer is so concerned with what officer want why doesn't he try and battle for more Tahoes instead of the cramped tiny costly (repair wise, more maintenece) cheap Impalas. I wonder how many officer like the impala with its a/c that likes to shut off or tiny interior or limited trunk space
